Hmm, I'm afraid MII PHY in your vr(4) board might have
some quirks which require special driver instead of ukphy(4)
(I can't reproduce your problem on my VT6102 with sqphy(4)),
but what happens when you set "ifconfig vr0 media auto"
or connect it to any HUB?
