Feel free to change the test to allow non-absolute components near the
end of $PATH (but not near the beginning of $PATH).  I don't think it is
worth the trouble, and nobody spoke against the proposed solution when
it was discussed in tech-toolchain or when I posted a patch against PR
36048.
