That breaks some of the legacy CD boots, I believe.  But the immediate
problem isn't solvable that way; the error message I'm seeing is that
the kernel doesn't fit on a single CD, independent of everything else:

Free space in last tar block: boot 140, netbsd 340,
buildfloppies.sh: Image is 5460 bytes (5 KB) too big to fit on 1 disk
