Which branches should we be feeding sup for?  There's no -4-0 yet, it
won't exist until NetBSD 4.0 is actually released.  On the other hand,
-3-1 exists, shouldn't it be here?

Also, should CVS update/supscan reports for non-current branches be
going to current-users, or should they go somewhere else, like
netbsd-users?
