Subject: building 4.0beta?

Should I be able to build 4.0beta on a -current system?  I assumed so,
since it was just branched yesterday, and the -current system I'm using
is about six weeks old.  But when I try the build, I get this failure:

I assume I can build if I set USETOOLS=NO, but that's not really my
point.
