Thanks Chuck for taking the time to do this work.

Now that DIAGNOSTIC does not introduce any ABI changes, can we get back
to whether we want to enable it on -current kernels or not? and if we
do, what is the policy for when we want to turn it off?

My proposal: enable in -current (via src/sys/conf/std) and disable when
either starting the RC stages (~1-2 months before release) or when
cutting a branch (how many months before a release?).
