Documentation/current/ webpage says:

    9. Update /etc:

       # /usr/sbin/etcupdate -s /usr/src/etc 

But running it (just updated from HEAD):

*** WARNING: The "-s srcdir" option should refer to the top level
             source directory, not to the etc subdirectory.


But even with warning it still appears to work.
