I had committed an apparently 'incorrect' change to make the tree
compile again, but thorpej backed it out.

Unfortunately, the newly updated src/lib/Makefile et al does not
work, due to etc/mtree/NetBSD.dist (presumably) not having
/usr/include/prop in it. Jason, would you please fix this in the
approved fashion?
