I'm not really sure how to interpret this, but, after I swapped sd1 with 
sd2 I was able to create filesystems on all partitions. After swapping 
them back, everything still worked. The server is brand new. Perhaps the 
disk carriers were not properly seated, although, the disk utilities in 
the SCSI controller were happy.
