Sounds like the switch port is not auto-negotiating up to 100Mbit/s
but instead is sticking at 10Mbit/s - hence the weirdness on the port
activity. I have seen exactly that happen when plugging a 100Mbit/s
NIC into a 10Mbit/s port, the activity light was always on full time.
