Subject: current does not build with MKDOC=no

Hello,

if I set MKDOC=no in my mk.conf a fresh build from CVS won't build. The
file TLS_LICENSE from postfix will be installed, but later checkflist
will stumble over it and bail out.

I assumed that TLS_LICENSE should be installed all the time, just like
LICENSE is.

So I modified the the appropriate (at least I hope so) file for the file
list. Please see the diff below.
