I believe the pkgsrc/graphics/xpm/builtin.mk is wrong. It makes it want to
build graphics/xpm, but that is skipped. (I have a comment about this in
my pkgsrc/graphics/xpm/Makefile.)

Look at graphics/xpm/Makefile and change PKG_SKIP_REASON to
PKG_FAIL_REASON. (That should all be removed though.)

And then have a look at pkgsrc/graphics/xpm/builtin.mk and see how it can
be improved. Maybe send-pr?

(I have carbon-copied tech-pkg@ -- you can continue discussion there,
because I am sure that the xpm with -current is good enough.)
