Point taken!  My current ISP's server is not.  :(  I asked a friend who
uses the other broadband ISP in town to telnet to his ISP's ftp server
and type AUTH TLS and tell me what it said, and it gave him a 234 success
response, so I think there may be an ISP change in my future.

I didn't ask my friend to try and do Diffie-Hellman in his head at the
keyboard to complete the TLS exchange, so I suppose it's still possible
their server has *broken* TLS support, but hey, the success code is a much
more optimistic sign than my own ISP's server rejecting the command....

mental Diffie-Hellman is a bit harder than whistling the right tone to make
a modem say CONNECT, which I used to be able to do ... it simplified testing
the dial-out pool ....
