My /etc/sysctl.conf has this;

vm.filemin=5 
vm.filemax=10 

I _think_ I was seeing the issues you are describing, and that these settings
resolved it, but I honestly don't remember any more. Anyway, vm.filemax does
what you ask there, if I'm reading sysctl(3) correctly.
