Yes, I can see this on an embedded (PC/104) system with onboard fxp
NIC and NetBSD 2.0.E. The link goes down every 16-17 seconds, but only
if there is no traffic. If I ping the interface from the outside, the
link doesn't go down. This is a minimal installation with only the
(custom) kernel and same binaries and it's netbooted. Here is my dmesg
