Subject: how to build HEAD xsrc sets on 1.6.2?

I have a system running recent netbsd-1-6 with local changes.  I have
the head of xsrc checked out, and 'make build' works fine.  'make
release' complains about missing files, and PR xsrc/25019, looks
exactly like my problem.

Those errors are small enough, and I fixed them by adjusting the sets
files.  But, I see that the sets are missing many files, since the
'file in destdir but not in flist' problems did not get fixed.

Have there been structural changes to set files, or can I swap in the
x* set files from -current so that they are in sync with head xsrc?
Or should I be doing something else?

(I want xsets to use with pkg_comp, but I can kludge around that
easily enough by just copying in the destdir from the xsrc build, or I
suppose tarring it all up into xbase.tgz for pkg_comp to untar and
making the other tarballs have nothing in them.  But i'd like to have
x sets to make my own install cd.)
