it was reported to me that under certain conditions almost all loading and
saving files operations fail with "The file could not be created".

If you are also facing that problem, please set
  export TMP=/tmp
(or "setenv TMP /tmp" for csh)
in your shell before starting soffice.

There was a missing default value for NetBSD so it tried to create a
temporary directory in a location it didn't have write permissions for.
