hm, what is userland... i'd say that the whole system consists of kernel and 
userland (+ config files and similar stuff, of course)... i.e. imho all system 
utilities are userland...

is the best page where to start :)

to build the userland i usually do
cd /usr/src
build.sh -O /usr/src/obj -T /usr/src/tooldir distribution
build.sh install=/
shutdown -r now

don't forget to boot the new kernel before installing newly built userland, to 
see whether kernel works!
