GRUB had/has a big problem (to me).  It won't work without
VGA card because it initializes VGA for fancy menu and hung
up.  It supports serial console but requires VGA card.  Doh.

This is well known problem in GRUB mailing list as far as I
know.  At least 3 people including me pointed out the
probelm.  The response was it was a BIOS problem since BIOS
didn't return from the call for initialization.  There was a
patch to fix this problem on ML too, but it was not applied
to the main source.  It was about 2 months ago.

I'm not sure it has been fixed or not.  I just stopped using
GRUB.
