Actually, you are not supposed to copy bsd.pkg.defaults.mk, you are
merely supposed to set any values in /etc/mk.conf which differ from
the default values in pkgsrc/mk/bsd.pkg.defaults.mk.

This might seem nit-picking, but I find it easier to update
/etc/mk.conf this way, so everybody's stuck with it :-).
