You must be running the new kernel before you try to run any userland
programs that depend on the new kernel.  Installing the new userland
usually implies running the new userland, so you should boot the new
kernel before you do that.

If you build using build.sh and DESTDIR != "/", then you should be able
to build in whatever order you like, provided you don't try to run any
new userland programs using the old kernel.
