Use src/distrib/sets/regpkg instead of 'make register'.

How old are the syspkg sources you use? AFAICT, the /// bug was fixed
months ago with a patch from Alistair Crooks.

I find that syspkg is useful, but buggy and incomplete; I try to repair
deficiencies as I find them. The granularity of packages is poor.
Package inter-dependencies are not explicit. Registration and such is
slow. There is only out-of-date documentation. There are other bugs I
forget. Feel free to fix them! =)
