fs level is set by fsck_ffs. not tunefs.
the man page for fsck_ffs says 'reported on line 2 of dumpfs' but its actually
line 5.
and its not clear which version of bootblocks you should have for flags 2 or 3,
given that the numbering is from 0, which implies boot_ffxv1 is for ffs 0. Or,
is it for 0 and 1, and ffsv2 is for 2 and 3?
