Are you sure you have a fresh and consistent source tree?
I've changed /usr/src/Makefile recently
($NetBSD: Makefile,v 1.207 2003/06/26 17:46:56 drochner Exp $)
to build libgcc before the other libs,
and _later_ share/mk/bsd.lib.mk
($NetBSD: bsd.lib.mk,v 1.221 2003/06/27 17:27:11 drochner Exp $)
to use gcc to build shared libraries.
It seems you got the latter but not the former.
