As do Strunk & White, although they note that it isn't appropriate for company 
names (e.g, "Merrill, Lynch, Pierce, Fenner and Bean", not "Merrill, Lynch, 
Pierce, Fenner, and Bean").  Strunk cites this as US GPO and Oxford 
University Press usage as well.
