Our submit.mc could simply have

include(`../m4/cf.m4')dnl

at its top. that *could* solve my problem. Actually I trust the
NetBSD distribution to relieve me from having to dig through all
and each single program's READMEs etc. when I update. That's the
job of a distribution after all. Maybe I'm just ignorant though.
