I have recently taken on the task of trying to clean up some of our older PRs.  
I have been talking to people and updating them to see if I can get some of 
these cleaned up.  I am now "taking it to the street" so to speak.  I am 
hoping that I can get dialogue started on some of these really old ones to 
see if we can't get some movement.  Right now I am concentrating on PRs that 
were submitted in 1995.

It seems that the oldest open PR is this one.  There is a full description of

Do you have any ideas about this problem?  How about code?  Does it need to 
be done at all?  Perhaps it is a solution looking for a problem.
