Yes it is.

From page <http://www.netbsd.org/Releases/release-map.html#current>:

NetBSD-current is the main development branch of NetBSD, it's the
"bleeding edge" of NetBSD development. The version is always in the
form of a number followed by a letter, and will develop into the next
formal major release. Eg: 1.5ZC eventually became 1.6. The kernel's
version letter is incremented when the interface between kernel and
userland is changed.


The page above doesn't say that when -current release becomes for
example 1.6 and the changes are made to interface between kernel and
userland -current becomes 1.6A which according to text above will someday
be 1.7 or even 2.0. :)
