echo "ipfilter=YES" >> /etc/rc.conf
/etc/rc.d/ipf start

This will do some startup, you should see something like this, in dmesg
(and console) when issuing the command:
IP Filter: v3.4.29 initialized.  Default = pass all, Logging = disabled
