Hi!

I've been playing again with IPFilter, this time with the regression
tests. My current plan is this:

- import the tests into regress/sys/kern/ipf (adjust ipf2netbsd)
- remove dist/ipf/test/*
- remove usr.sbin/ipf/ipftest/test/*

Comments please! Otherwise I'll commit this to the repository during
the weekend...
