Yes, this is correct.  It's used only in-tree to build certain GNU tools,
but it is not a part of the base NetBSD distribution, since the GNU tools in
question all ship a copy of libiberty.  (We'd rather not make libiberty part
of the base distribution, since its use is mainly for shipping with the
application, not the OS.)
