The reason it exists is to *guarantee* that DESTDIR is set on a build where
USETOOLS=yes.  There's many side effects to setting DESTDIR, not the least
of which is adding -nostdinc -isystem and so forth, and these side effects
are required in order to build with USETOOLS=yes (even if your DESTDIR would
be an empty string, i.e. "build to /").
