You can't usually self host in the embedded world. Try building NetBSD
on a set top box with 6M of memory, no disk and no network
connection. Well, we (Wasabi) do that sort of thing for our customers
all the time. The only choice in such environments is cross building.
We do generally use NetBSD to do our cross-development work, but not
everyone does (or wants to).
