Well, it's not quite chicken and egg.  If you build the tools from src/tools
and set CC appropriately in the environment, it should generate all the
proper files.  I did remember seeing some things that made this work
oddly on a cross-build, but it worked last time I attempted it on a
"native" host.

The issue is having a compiler new enough to generate the proper output for
"configure" in the support library directories.  Until such a compiler is
available, "configure" won't run for libstdc++, libg2c, and libobjc.
