So, if I don't browse any web pages for a few minutes, Mozilla gets paged
out.

Completely.

It takes upwards of thirty seconds to get it to refresh its display, on a
1Ghz system with ~256MB of RAM.

The problem seems to be that, once it's been a while since I used Mozilla,
the system pages it out to make room for more buffer cache.

Is there a way to limit this? I would like to be able to tag an app as
"please don't page this out much", or something similar, so I don't get
these long delays.

(This entire email was written while waiting for Mozilla to get a mouse
click.)
