This is a failure of our pkg_* tools, not perl.  Perl itself has a
relatively good degree of backwards binary compatibility with modules (even
to 5.000, if you enable a particular option at Perl config time).

Perl in basesrc would have many other headaches for maintenance that we
really don't want, just the least of which is that it's not cross-build
capable.
