How can it do this without including a new make(1)?

For instance, on my stock 1.5.2 box, I get this, for example:

"/usr/src/share/mk/bsd.subdir.mk", line 4: Malformed conditional (!commands=
(cleanhtml-regress))
Fatal errors encountered -- cannot continue
*** Error code 1

Stop.

While I could build and install a new make(1) to get this to work, that
wouldn't be particularly applicable to non-NetBSD systems.
