Some people might have multiple cvs-managed projects checked out on the
same system from different cvs servers.  Those people cannot simply set
$CVSROOT, because the setting for one project is different from that
for another.  Thus they need CVS/Root files in each directory to tell
which server those directories came from...

(Of course, I'm annoyed that sup is now updating CVS/Entries files every
time, even for directories where nothing has changed, but that's another
