Subject: vnconfig on a file on a CD?

I tried to vnconfig today to mount a CD-ROM image sitting in a iso9660
filesystem on a CD-ROM (don't ask). I got this:

tome# vnconfig -c /dev/vnd0c /cdrom/docs390.iso
vnconfig: /dev/vnd0c: VNDIOCSET: Read-only filesystem
tome#

Is that actually the problem? Why would I need a writable file when
configuring it for use with a vnd? 

This is on an Alpha presently running 1.4.2, if it matters.
