It is executed after all specified sets are extracted.
But it does not run if there is any set which is failed
to fetch or extract.

IMHO, MAKEDEV should be executed if at least base, etc and kern
sets (that are required to boot) are extracted successfully,
or warning messages printed by sysinst/util.c:msg_display(failure_msg)
should be more clarified.
