	yikes.  I'm having a hard time believing that arp ever worked on the
alpha.  I'm pretty sure I know what's wrong.  (arp binary not padding stuff
correctly, coupled with kernel arp code not doing bounds checking)
I'll throw the fix in the tree after I get home and test it (unless
it's really needed it right away)
