Minor nit:

Thats not pppd that gets blocked. Thats your modem -- tty device -- connection
that fails to transmit the "hangup" signal.

Which is why Linux invented the "lcp echo timeout" mechanism for pppd (they
use the same ppp package as us) --- they didn't have reliable tty devices
back then.
