Yeah, this is what I am seeing now too...

  callisto:root# passwd root
  root@NIANGUA.NET's Password:
  ^C
  callisto:root# 

The /etc/nsswitch.conf file on 1.5_ALPHA is the same as on 1.4Z, which
is: $NetBSD: nsswitch.conf,v 1.5 1999/10/24 12:36:52 lukem Exp $.

Strange...
