There is no Cabal.

It's a question of support effort.  PCVT is not a great piece of
software, we have something with similar functionality that is
much better designed (wscons), and we're going to spend our effort
there.  I don't think there's going to be any effort to make PCVT
packagable.

For one, there are likely to be big kernel changes down the road that
make supporting PCVT impossible/extremely difficult as a 3rd party
package.

Try wscons -- you'll like it.
