I've seen similar sorts of odd behavior on the Netgear FA310 PCI cards
driven by tlp0 and plugged into a D-Link 10/100 switch; I haven't had
a chance to fully characterize the lossage yet but a bunch of the
time, 10MB/s works better than 100...
