$ I think I have the data sheet for the dp83843 PHY (isn't that the "PHYter"?),

I update /usr/src in My laptop. My laptop is TOSHIBA Satellite 2550X
that include 21143 PCI NIC. I add next line in My config file.

nsphyter*       at mii? phy ?                   # NS83843 PHYs

I reconfig my kernel and play.
tlp0(PCI) with nsphyter and tlp1(Cardbus) works for me.
