I believe (no experience) that cdrecord can write to DVD-RAMs.
ISTR that at least some of the drivers will also accept ordinary
SCSI block write commands, so you may be able to just put an
ordinary writable filesystem on them.

I don't know of any BSD UDF implementation, though.
