xntpd uses the TIOCDCDTIMESTAMP ioctl, which was never really standard
You need to get ntp v4 -- ntp-4.0.98b.tar.gz -- configure it, build
it, and install it. Only we're still wrangling over updating the
PPS-AI to the -05 draft, and how to import ntp v4.

If you can build a -current kernel, I can send you a newer timepps.h
which meets the -05 spec, and matching patches for com.c.  In fact,
I'd be glad to have a tester :).
