Actual ELF support for the i386 port has been in there since before 1.4.
I've been using ELF on my i386 servers and laptop for some time now.

I belive that the 1.4 boot blocks support loading ELF, yes.  In fact,
I think I'm still using the 1.4 boot blocks on my laptop.
