     I've seen some high-end CPU fans that can do this.  They are
connected between the motherboard speaker connection and the speaker.
They have a sensor that detects if the fan is turning.  If the fan
stops turning, it starts playing the tune to let you know.  Since this
is an aftermarket item, it may not be mentioned in any of your
manuals.
